Progressive to Refund $1 Billion to Florida Drivers After Exceeding Legal Profit Limits

More than 2.7 million Progressive policyholders in Florida are set to receive an average refund of $300, following the company’s violation of state profit limits for personal auto insurance.
Governor Ron DeSantis announced that the total credits amount to approximately $1 billion and will be distributed in 2026. To qualify, drivers must hold an active policy with Progressive through December 31, 2025. The refund will be proportional to each policy and may be issued as a bill credit or mailed check.
The state is also negotiating similar reimbursements with other insurance providers.
This move comes as Florida continues to rank among the most expensive states for auto insurance. According to DeSantis, rates have begun to decline, with an average drop of 6.5% among major insurers in 2025.
